Extortion or any other use of force such as socialism or communism is not capitalism, whether it's on an individual or societal level.
Yes, it is voluntary. The US supplier has to find a way to lower their costs or basically they're fucked, which is why so many businesses move to a RTW state. You called it an ultimatum, but it really is nothing more than competition, if the quality does not merit the higher price then generally the lower price wins.The example that comes to mind: Wal~Mart was stocking an American made umbrella, but wanted the U.S. supplier to lower the price. Reportedly Wal~Mart got a commitment from China that China could produce the same product at lower cost.
Wal~Mart's ultimatum to the U.S. manufacturer: drop what you charge Wal~Mart to China's level, or we'll buy from China.
