A few years ago, I heard a report that someone was setting those California wildfires? Your thoughts?!!?

I've heard that more than half are human caused either accidently or deliberately.

i would say its natural.
With dry conditions, low humidity, and high winds. You have this situation were fire can spontaneously ignite due to electro-static discharge. If you have ever walked across a carpet, then touched a metal doorknob, this is what happens. This can occur in dry brush in high winds.

However, if an arsonist also wants to start a fire in this same environment, it would be easy to do so.

I don't think they were an accident or natural. At least the recent ones in LA, and also the Paradise fire in 2018.

My take is that what's being missed here is the need for procrastination as policy.

For example, if there's a famine then one solution is procrastination because eventually there will be no famine. Same w/ the fires, if they procrastinate long enough eventually there will be no fires to worry about.
