There’s no reason to count illegals in the census to allocate congressional seats. They don’t belong here and shouldn’t be counted as such.

The balance should be based people's desires for government along other demographics are secondary. You are hung up on race. If the sate is 25% democratic and 25% republican and 50% independent the aggregate congressional districts should reflect that. Ultimately the state representatives should represent the political philosophy of the state.

The ever changing SCOTUS standard is what I stated. It is not a matter of what I personally think. If It were up to me, I would divide them up based in rural vs. urban without even looking at race.
