The only 2 scenarios I can think about Putin is this...
1) Putin is an incompetent puss when it comes to war.
2) Putin / China have realized there can never be peace with America and they are on the chopping block for survival. Putin is waiting for the USA / NATO to attack Russia in a major way, that can't be disputed. Once attacked, Putin will tell the Ruskies to go into their bunkers. He will wipe out America and larger NATO threats with nukes. Yes, everyone is destroyed, even Russia.
But...
The Ruskies had bunkers for most of their people, the USA did not. The Ruskies come out of their bunkers and start rebuilding. Russia / China does not need to occupy the enemy. This is a theory that is popularly promoted from us nuking Japan in WW2. The Russians / China just re-nuke the enemy (USA / Europe) periodically and the enemy can never come out of the stone age.
And when it comes to the USA...
There is probably not much need to keep re-nuking the USA. The people in the USA will do the job and cannibalize themselves once they are nuked into oblivion the first time.
Then...
The radiated American Indians can finally get their land back!
