When I was stationed in Korea in the early 1960's stealing stuff from the U.S. military was the national pastime for youths. We called them "slickyboys", because they were so good at it.

That said theft is just part of human nature. Pastor Adrian Rogers put it best. "Man isn't a thief because he steals. He steals because he is a thief."
