Reparations? Hell no.
And I seriously doubt those "guarantees against future aggression" mean they'll stop killing Americans, Israelis, and others. This is probably a ploy so they can fall back, regroup, and dig out all those drones down in the cases, as well as whatever fissionable material they can salvage.
