Well offhand, I'm not prepared to rule on his theory, but a few flaws did pop into my head:

1. Fires keep happening in the Palisades but this fire could not have conflagrated as it did without those Santa Ana winds.
2. If they want to clear the Palisades for some higher purpose, why were there many other fires around the area far away?
3. The people who lived there still own the property their house was on.
4. It will be hard for the Palisades to keep catching on fire now as everything ignitable has already pretty much burned.

So the desire might be there to build more apartments, there might be more tax revenue to collect, and it would not surprise me if a few high end apt. buildings do get made, but in general, those living in the area will not be in favor of living with high rise apartments around their exclusive homes, and the rezoning will be a matter of public decision. Further, I expect there to be a lot of questions and pressure on the officials who were supposed to be on top of preventing such calamities.

The fact that there was so much ineptness contributing to this disaster is nothing new for democrats; one does not need a conspiracy. They are pretty inept at everything they do.

And if it is ever proven that this fire was a deliberate scheme by the city for clandestine reasons, the shit will really hit the fan.

Arson never is and we already knew it wasn't from lightning, so all that leaves is a lot of careless people or arson.

Illegals might be setting these fires for any number of reasons. It might just be out of sheer resentment seeing how these people lived in contrast to the slums they came from in Guatemala.
