It refers to Philistines, an ancient people who were Greeks, not “Palestinians.” Philistines invaded ancient Israel and settled on the Mediterranean coast including in Ashdod and Ashkelon in modern Israel. Nope. It has nothing to do with Philistines although that's a common mistake.
 
The population of Palestine was quite small throughout history.

There never has been a historic nation of palestine, land of palestine, language of palestine, god of palestine. That all applies to Israel and Jews.
