First step is to acknowledge that they occur regularly, that fires occur regularly in that area, and that building a fantasy land in a fire-prone area without managing the dead vegetation and ensuring that sufficient water is available to fight said fires is the height of folly. When we build mansions mere feet from the ocean and a few feet above sea level in hurricane-prone areas, we're not surprised when they get wiped out by a big storm.

Being in power doesn't mean that you should just waste the taxpayers' money on "free" vacations to supporters. The purpose of sending anyone to such an event like the Ghanese inauguration is to promote US-Ghana relations and sending a political figure like the mayor of LA doesn't help, particularly as her party is only in office for a few more days. Doesn't help the taxpayers, doesn't help Ghana either.

Hire enough firefighters to handle an emergency. Do not worry about if they are gay or not.
Build up a reserve of water.
Clear brush and trees to greatly reduce the spread of fires.
Do not fire firefighters because they will not get an experimental gene therapy.
Remain in the country, if your city is threatened by 80 mph winds.
