Except, no. HE didn't. He argued against it.

The late governor's ability to give a rousing oration is not denied. That he used the rhetorical tools at his own disposal quite ably is not denied.

He CONTENDED against what the late President Reagan had said. But Cuomo didn't "demolish" anything.

You merely happen to mindlessly agree with one able voice for the modern American liberal orthodoxy. But that's not the same thing as demolishing Pres. Reagan's rhetoric.
