Imagine if today you had to sit down and write checks to all government agencies for your annual tax

Just imagine sitting there, writing a check to the Feds, to your state, to your county, to your city, to your school district, etc.
Imagine how you would feel seeing first hand, thousands of your hard earned dollars going to government.
Long ago, they realized that unless they came up with a delivery system to pay your taxes, that eventually the citizenry would be at their doorsteps with pitchforks and torches.

The only way this all works is through payroll deduction. They know anything else and the people would rebel in a hurry. We are sheep, and as long as most of us don't have to mail individual checks to government every year, nothing will ever change.

$840 million of your money went to pay for this (just last year).

The NEA budget was something like $140 million dollars. The CPB got $445 Million.

There is no outrage like selective outrage I suppose.
