To take advantage of this "heat and eat" scheme, Wisconsin had been automatically signing up all SNAP applicants for $1 of heating assistance a year. When Congress said states couldn't increase food stamp benefits based on anything less than $20 in heating assistance, 11 of the 15 states affected boosted the amount of heating assistance they were giving out. Wisconsin went the other way, implementing the cuts on a rolling basis for new SNAP applicants and for existing enrollees when it came time to recertify that they were still poor enough to qualify.

The Congressional Budget Office estimated last year that the heat-and-eat cut wouldsave $8 billion in federal spending over 10 years, roughly 1 percent of SNAP spending over that period. The CBO's economists projected the cut would affect 850,000 Americans.

Beals said she was unaware of ever having signed up for heating assistance. The notification letters sent out by the Wisconsin government simply announce that the state is increasing its estimate of a person's income because his or her utility expenses went down.

She gets by on $956 a month in Social Security payments, Beals said, so losing more than $100 in nutrition assistance has been a big hit to her budget, causing her to fall behind on other bills. She said she's disabled, suffering from fibromyalgia, diabetes and severe migraines. She's been receiving SNAP, which in Wisconsin is called FoodShare, for the past three years, she said. She lives in an apartment at her daughter's house, she said, and doesn't have her own utility bill.

"This isn’t good for me. I’m eating once a day," Beals said. "I would love to be able to pay my bills, but I couldn’t because the FoodShare thing made everything start to fall apart."

None the less, the only ones who left cuba were the losers in the revolution, the wealthy landowners and such, and the MAJORITY OF CUBANS WANTED TO KILL THEM. They supported the castro's. Cuba isn't perfect, but the improvements after castro for the majority are factual.

So basically Fidel turned Cuba into Detroit; from prosperous and civilizated into a Third World hellhole and for all the same reasons: socialism sucks and fails 100% of the time

I've said this before as have many others.

If socialism were so great for America, it would have been in place 100 years ago and would be humming right along to this day without a hitch. Everyone would be happy and rosy cheeked, well fed children would play on crime free streets. All would be sweetness and light.

But socialism has a very different face and bloody hands. I've had the honor of speaking at length with refugees from communist China, Cuba and North Korea. Don't need to reinvent that blood soaked wheel.

Whenever some snake oil salesman wants to pitch a 'new' and revolutionary system of social collectivism that will cure all the ills of the human condition, ask them why it wasn't done earlier and why it isn't in place now.

In today's America where the deadliest afflictions of poor people are obesity, diabetes or diet and/or smoking induced heart disease, it's hard to push the 19th century theories of a quack who never worked a day in his life. Poor people in America have cars, cell phones, air conditioning, cable, free food and housing. Not exactly the textile mill hovels of 1840's England.

But in today's America, you've got to work pretty hard throwing away opportunities to be poor unless you are you are afflicted with a mental illness or a gender studies major.

In today's America, if you're pushing socialism you're either a power craving psychopath who has no problem lining dissenters up against a wall to be shot or a lazy bum who wants free stuff. Or like the above, you are afflicted with a mental illness or a gender studies major.

Karl marx never held a job? He was a journalist, first of all, and I guess you can't provide one of the most accurate critique's of a economic system if you're not holding a company now?
