First of all, that story is over a year old.

Second, Harvard scholarships don't come from taxpayer money, or other kid's tuition. It comes from their endowment, which is somewhere around 25 billion dollars.

Third, Harvard gives very generous scholarships to nearly everyone they accept. Most students get some aid, more than half pay less than $10,000 out of pocket, and a full quarter pay no tuition at all. Their admissions are need-blind, and every cent of their scholarship money is need-based.
