Not even close. There is a difference between hiring a professional to do research and and accepting an invitation from an enemy government who prefers one candidate over the other. The likelyhood of undue influence is extremely high in the second case.
Also remember that Steele, when he discovered just how damning the evidence was, went to the FBI with it while tRump lied about it repeatedly instead of reporting it as they should have.

A Russian music industry individual approached the Trump camp and suggested he could put them together with someone who had dirt on the Hildebeast, who turned out to be the babe Russian attorney, and no such dirt was forthcoming in the meeting. If it had been however the Trump camp could have used it and not broken any law.
