There's more to this story than you know. This "churchgoer" was most likely tailing an ICE vehicle in an attempt to harass them. He probably goes to one of those Sodomite churches where they give aid and comfort to illegals. The comment he made was a dead giveaway...

Yes, these people aren't police officers, they do not have the powers they think they do have. They can't go around shouting at people, telling people to get out of the way. They have the power to arrest illegal immigrants.

So, they can only make arrests if

A) they suspect the person is in the US illegally. I would suggest that "suspecting" has to be more than "you look like a Mexican". They should actually have some evidence.

B) If an officer is assaulted.

C) If they interfere with an arrest. How close do they have to be to interfere, I would say is the problem here. If they're parking their car on the road and ICE can get passed, they're not interfering. If they're actually going after an individual and they help that person escape, then they're interfering. Blocking the road a mile away from where ICE are going, is not interfering.
