The Israeli research isn't, technically, biofuel, as not biomass goes into the production. This method, over a decade old, is a hack of the algae's natural photosynthesis.

By leeching all the sulpher out of the growth medium of certain species of algae, the algae will produce hydrogen instead of oxygen as part of it's normal photosynthesis.

I know there is an experimental production facility in Israel's Negev desert, a place of year-round sunshine.
