They have a choice, move out and let Israel wipe out Hamas so the Palestinians can move back later or stay and take your chances of being a casuality of the war. They would have never been in this position if they hadn't let Hamas use the area as a military base to wipe out Israel.

The Israelis don't want to kill civilians, so they wanted them out. It would be more difficult to have the hostages moved with the Hamas fighters to the south.
