How to protect people from selling organs?

Somewhere in the 90s in the Russian Federation, when there was a high degree of freedom of speech, there was a loud scandal about the removal of organs from young people who had suffered in accidents. Unfortunately, no real action has been taken. There is a presumption of removal, which means that doctors, without the consent of the patient and relatives, have the right to remove organs for transplantation, and have the potential to remove them from a living person, declaring death, and sell them on the black market.

At the same time, there is not even any control over the ascertainment of death, and there are no discussions.
