The Attorney General of a state is almost always responsible for determining where the money of a closed foundation will be dispersed. Relatives of big donors or maybe the donors themselves usually want a cut, but from what I've read, they are not entitled to one and usually don't get it. I guess most state laws specify that the funds go to similar not for profit groups as much as is reasonable.

I imagine the legal beagles handling it all will have 'expenses' and 'administrative costs' that will take a huge chunk of it.

No indication PBS is closing down. They say they only got 15% of their funding from the federal government. If they can't exist without that 15% they weren't very valuable to begin with.
