It is not meant to be phallic in an overtly sexual way. The penis in Asia is seen (obviously so) as a sign of fertility. So Buddhists will go and make offerings (incense, flowers, food) to the spirit or elder 'ghosts' there for fertility wishes.They have these in Japan, China and many places in SE Asia. It is kinda common.
