How does higher level law enforcement arrest

Lower levels of law enforcement who refuse to enforce law?
I’m unsure if a priority type system even exists.? We’ve never had scum bag local politicians direct those under them to ignore law violations and to not assist with prevention of occurring crime?
 
How? The question is how to prosecute politicians who at the very least are not abiding by their oath of office?
 
All Mayors and Governors take an oath stating they will uphold the Constitution and the Laws of The United States of America.

What is the penalty and how do we execute the penalty.

Brings to mind some training I received when I was a boot. They told us that during WWII/Korea, it was common for GIs to be evading civilian authorities from town and racing back to base. The GI would be waved on base and the civil authorities would be refused entry. The gist of the training was that, during the Vietnam era, that was NOT the case and the MPs would turn your butt over to the local cops. LOL, nobody ever dreamed that the civil authorities wouldn't cooperate with feds.
