How come the UN dont arrest Putin for tampering with a U.S. election?

I hear my liberal friends say this all the time:

"It's not fair and illegal for Putin to release Hillary's emails , so close to an election, the American public don't have a right to know how dirty and corrupt hillary is."

So how come the liberals don't get the UN military to arrest Putin?
