One way we could protect the atmosphere is a massive solar shield that would let in the light while stopping the solar wind. Kind of like a 200 mile solar sail 200 thousand miles from the surface of our moon...Once we did that then the solar winds wouldn't tar off the atmosphere that we'd build.

We could build massive mining plants that would drill into the surface of the moon and turn the solid elements of co2, o2, etc into gases that would be released into the atmosphere of our moon. Over time the atmosphere would thicken up and with enough co2 the moon would warm up melting the water. This would help form lakes, seas and oceans that would allow for a thicker atmosphere and a more favorable climate. We could slowly make this atmosphere breathable. And even if we can't solve the gravity problem we could always maintain the atmosphere through adding more gases to maintain any loses over time.

I don't think the folks that went through all the trouble of making the moon, and putting it in orbit around Earth, had us terraforming it in mind.

Too many science impossibilities and improbabilities to list, and not worth the time for an OP so clearly ignorant of most basic sciences.

But first and foremost is the very low mass which prohibits any significant gravity force to hold gases from floating off into space.
Lack of a magnetic field to help fend off radiation.
No atmosphere on the Moon to begin with.
No axial rotation to offset extreme temps from building up between freeze and boil.
Just too much Non-science = nonsense.

An airtight underground tunnel system might actually work. Solar panels and nuclear stations on the surface for power generation.

The only way we'll live on the moon is underground, I don't see anything else making sense. If you want to terraform something, Mars, or better yet, Venus would be a better choice.

Building large structures underground is far more feasible, but you still would have to figure out ways to stop the body from atrophying from the low gravity.

I thought the OP was interesting because it addresses the solar wind first ... among all else, there is no oxygen on the Moon, or anywhere in the universe except for Earth ... oxygen appears to be strictly the product of advanced biology ... no other known source of it ...

Seeding the Moon with oxygen-producing photosynthetic bacteria may not work ... these cyanobacteria need oxygen to begin with ... so these critters will need to be cultivated ... so no small amount of oxygen brought up to the Moon ...

No fossil fuel there ... [giggle] ... no coal or oil ... and if water could be used as a fuel source, we'd be using water as a fuel source here on Earth ... which we don't ... too much energy loss ... this doesn't mean there isn't any carbon on the Moon, just that biology never had a chance to collect and concentrate it ... it's still there just scattered in the aluminosilicate rocks ... no small task to combine that with the oxygen we bring up for any CO2 concentration for our cyanobacteria ...

For the cost of a shield, we can build vast enclosed cities ... where temperature and pressure can be maintained at healthy levels ... with nuclear reactors, we could easily extract water from hydrated minerals ... and then easily extract oxygen from there ... but in reality only enough to provide for enclosed cities ... not the whole Moon ...

Finally ... 200,000 miles from the lunar surface is just about all the way to Earth ... 80% ... maybe better is 200 feet so we could mount it on poles ... wooden poles ... haha ... just to piss "them" off ...
