There is nothing in that article that says they are building a plant in Indiana. The article says they are talking about "shifting production" of the Civic to Indiana.

Other reports I read about this noted that Honda already had a big production facility in Indiana, but they would start producing the next generation Civics there, in 2028. Then the "shifting production" discussion made sense. No new investment, no new jobs.

You might be right that they are not building a new plant.

Civic production will move from Mexico to Indiana, no new plant. I'm sure they don't want to build a new plant.
