I don't think Trump needs to engage in using the military. The police have to patrol their streets and maintain order, if their local leaders demand a "stand down" order of police, their chief and union should let it be known so that businesses can sue the mayor for damages if their business gets trashed or worse. It's THAT simple.
Trump will already wear the dictator moniker simply for suggesting use of the military. I hope he does understand the bigger picture which is the 2020 election, you can bet the opposition party and their media friends do and all of this is being exploited.
As such, he started off fine, he gave governors an earful and told them, "if you won't protect businesses and citizens from riots and violence, I am going to send in the National Guard, with or without your permission." That's it. Nothing more need be said other than to express outrage at Mr. Floyds murder, demand justice and support freedom of peaceful protest.
As we saw, and as I knew would occur in time, the rioting will slow down, time will deal with this as much as mayors do NOT. In the case they don't, send in the National Guard, use of the military is not a good look in an election year. For guys like me who want America to succeed and need China to be reigned in, this is all that matters when we know others will NOT hold Chinas feet tot he fire.. Keep your core policies and people will support you.
When I watched Tucker chastise prison reform or some of his guests screaming for Trump to bring in the troops, I realize they don't appreciate the big picture. Or maybe they do, I don't know. Trump needs to grab Independents and libertarians, while maintaining his base. He is not going to win, California, New York or D.C, so why exert political capital and risk when that is PRECISELY what ANTIFA and their alt-left allies want? So that CNN can remind us on their website and every 15 minutes that "Trump is a dictator who thinks he is king"? The National Guard would do the job just as well. He has to focus on the fly over states, the close battlegrounds and other places. He's fighting liberals in NY, Cali and D.C....why?
Stay the course. Be smart. Be direct but measured. You can look strong without looking like a bully. In the process, you will keep expanding your base, even during a pandemic. Hit the road and meet people, start campaigning early.

They had tear gas fired at them and were told to disperse. Then a shot rang out and it wasn't from the Guard ranks. So they opened up on them. Their own damn fault for not being in the classroom like they were supposed to. College campuses today are socialist indoctrination centers and need to be cleaned-up by withholding federal funds. Any students arrested at violent so-called protest should have their student aid removed.
