One would think in this day and age they would know better. What this indicates is an administration that is out of touch or did they just not care or could they possibly have done this on purpose?

What might be biased unfairly is the Test TAKING process
used to label "IQ"
If the test prep and taking is already biased toward more academically experienced test takers, that has interfered
with trying to identify such people by 'race."
To have well regulated control groups,
you'd then have to have people of the various race groups,
divided by those with EXPERIENCE in answering
questions on IQ tests, vs. those of equal LACK of experience.
By the time you do that, you'd be dividing people by IQ instead of by race. So good luck trying to isolate race as a factor.
The CULTURAL issues with test taking and performance might CORRELATE with socioeconomic class that CORRELATES with race by probability, but it isn't fixed. When people have more access to academic resources to prepare for tests, that changes how well they perform regardless of race. it's more an issue of Economic CLASS and whether students had access to programs. And yes, that CAN correlate with race, if minorities tend to cluster in poor districts then that means less teaching and educational resources, and one or both parents working instead of being free to tutor kids at home or pay for tutoring. So that is going to affect test taking skills and experience that the "IQ" is based on.
