To put some teeth in that, have each employer post a bond for each Worker Visa that is only refundable as the worker passes through a border control checkpoint on the way out of the country with no way to return. That would disincentive employers from hiring foreign nationals and make them part of the immigrant enforcement apparatus.

All of them are federally funded and TANF for example has minimum work requirements by federal law and some states have additional requirements. 42 States take away 100% of the benefits for non-compliance to work requirements and 8 states take away most of the benefits depending on the children in the household.
