I'm never sure what people mean when they use the term "Congress".

Cook political report shows that out of the 17 toss up races in the House, Republicans would have to win 12 of them to retain control, a tall order. But the fact that no one really seems to be talking about a blue wave would seem to be bad for Democrats, even if they narrowly do win the House.

As far as the Senate goes, Cook political report shows Republicans basically already have it won with 51 senators when only 50 would be needed and that is even if Demcrats win all four toss up seats.
