Trump had the Congress and Senate as Republican majorities his full first two years. He needed to coerce them in to giving him the money, to do what he wanted and Trump was unable to do that....
Part of the repubs not funding it, was because the citizens believed Trump when he said MEXICO was going to pay for it, and NOT our tax dollars.

Congress, through our representation, chooses where our tax dollars get spent, not the president....though the president can suggest a budget to Congress every year....Congress is not obligated to the President, (or anyone else) but the citizens, when spending their money.... I sure wish congress would remember that long lost tradition...

Coincidence or cause? You can't remove Congress from the mix. The best Federal budget we had in recent decades was a combination of several factors:

1. The dot com boom. Exciting new technology that everybody wanted and was willing to pay for.
2. A vulnerable democrat president that was willing to defy his own party.
3. A Republican congress that was willing to hold the president's feet to the fire.

I don't see that combination coming up again any time soon.
