Pacino embarrasses himself in this lame cop drama. The plot doesn't make sense and Pacino's character is a retired officer engaged in a high profile serial killer investigation apparently set in Georgia. Apparently the jurisdiction has such a high crime rate that they can only spare one full time detective and an old retired guy (Pacino) and a newspaper babe in a situation that indicates the serial killer might strike every day at 11 PM. New Yorker Pacino's phony southern accent is annoying and his low key role is almost laughable. Don't bother.
 
Saw it a couple years ago.
My take is the same as yours. Al Pacino just can't play a cop. He overplays the character everytime.
The movie "Heat" with him and DeNiro. Once again Pacino overplays the role. If Heat didn't have the performances of DeNiro and Kilmer - it would have faded into Oblivio like another Pacino cop movie - Insominia.
Not sure why he can do so well in other roles, but simply cannot be believable as a cop.
 
Pacino's character as a little freak bank robber in "Dog Day Afternoon" was pretty believable. As a Cop, not so good and as a retired cop in "Hangman" he might as well phone in his lines and collect a pay check.
