The trick is to separate the Hamas from the PLO. The enlist the PLOs help to police the West Bank. As it stands now, the PLO looks at the Israelis as an occupying force and they are right. Do what everyone was working towards before Netanyahu went postal and scrapped the UN, US PLO and almost every Middle Eastern Country in setting up the 2 state solution.

Then give anyone that wishes to relocate to the west bank from Gaza a free bus ride. While the Israelis are at it, get rid of those Israeli Citizens squatting on Palestinian lands (the Israelis call it settlements) where the people coming in from Gaza have a place to live.

Once that is done, Israel can do whatever it wants to to Gaza since the non combatants have already relocated.,
