Lets just understand something about a government shutdown, only "non-essential" government functions are shut down, everything else goes on as usual, those who are shut down do not lose pay, they get all back pay when they go back to work.
but more importantly, if they are non-essential, why do they exist at all? Why not send them home permanently?

When I was in the Corps stationed on Okinawa we would get about 4 to 6 typhoons a year, when they got close the bases shut down and non-essential" personnel were restricted to their quarters.
So, going with this "logic" of yours, the 95% of the military personnel that were not essential during the typhoon should have all been sent home permanently.
