GOP's Jeff Miller a no show, his VA bill

Miller AUTHORED the legislation, a second vote was required after he failed to show for the first. Is this a priority issue or an after thought? Four other members also showed for the second vote. Florida did not hold our primary today. An odd scheduling error, though this may have been just that. Is there a group against passing VA legislation? (I place responsibility for the current tragic state of affairs on both Congress and the President.)
