A legal argument is being made to arm the civilians, since the UN is doing nothing to stop it; the basis is that acting against genocide is a human right, one should not have to wait for others to save them:

So where will they get the guns from? The Bush Admin is now pals with the thugs running Sudan. They are now supposed to be helping us with the War on Terror. Powell's declaration of genocide in Darfur amounted to nothing.

That is a problem as governments SAY they don't want weapons proliferation. Just look at all the aid being given in Iraq, not from governments, but from private citizens. Perhaps something similar would work.
