Of course it came from a bat. It is possible that they isolated it at that lab and let infect them and they let it out into the world, but that is NFL, but possible.

Non medical interventions were the only measures they had before the vaccine was developed. They were never advertised as being able to keep you completely safe, but prudent measure to help curb the spread of the virus.

I clearly remember the predictions that subsequent boosters and even a yearly shot like the flu shot might be required.

Only temporary. Those same people who leave can get their jobs back in 3 years if they really want. The will still get all the seniority perks as long as they didn't take early retirement. It is not unheard of for people to bounce back between the government and private employment multiple times.
