Indeed. The French were a formidable super power. What happened to them? But the Spanish and the Dutch were formidable powers also on the sea.

Europe was in constant warfare pretty much for recorded history. If it wasn't tribal warfare between corrupt kingdoms it was a threat from Islamic hoards. The only thing that changed in the bloody 20th century was the weapons.
