How about the fact thst this YEARLY flooding is, in actuality a state/local issue, not a Federal one? The Army Corps of Engineers and DEMA have no place responding to these issues.

For larger rivers it has to be a Federal issue, because of downstream factors, and the fact that a lot of rivers form borders for States.

You don't want States fighting over when to break levees or open floodgates, you want one agency to handle that.
