The probability for sabotage of those tracks is a reality.

Earlier this week 2 protesters were arrested for chaining themselves to a construction crane at a PSE's LPG storage facility construction site.

And in July of this year, another Amtrak was derailed not far from todays crash. But these 2 incidences (today & 07/17) were of passenger trains, not freight.
