SS is paid out of SS funds, not general revenues. Excess SS revenues are place in the SS Trust Fund, which is borrowed by the government and will be returned to SS with interest when needed. The monies are combined but are kept separate 'on the books'. In fact, part of the national debt is the money owed to SS by the Federal government.
