“The letter was a warning to me about the risks of testifying here today. But I am here because I will not be bullied into concealing the ongoing corruption and abuse of power at the Department of Justice,” Oyer said.

Since they never got to her house, how could she know they were armed?

It sounds from how she described the sending of the letter that all that was needed was for her to acknowledge having received the letter. Since she did not, they sent people to personally deliver it.
