The law gives ICE the authority to detain any illegal alien they come across. If they are serving a warrant on one and find 10 more, they have the authority to scoop them all up. Then it's up to immigration judges where they go from there.

No they ruled that the government violated an illegal consent decree. The government can't legally consent to a decree that violates the law and ties their hands from enforcing the law. And any judge that would sign off on such a decree shouldn't be on the bench.
