FEMA didn’t answer half the calls coming in during flood.

It's the state emergency agency that they should be calling for assistance, not FEMA.
That ain’t how the system is set up now, but where Trump wants to go.
 
I remember how well FEMA did in New Orleans.......not......it was the military...FEMA has a history of failure and waste

I think that if you were to take the time to look into it, you would find that EVERY state has an emergency management department.
