They should take it from Mexico, since the narco state govt. there actively encourages its people to violate U.S. law as if it doesn't exist, but yes, this is valid use of imminent domain practices. The land isn't worth much anyway, especially with the violent criminal Mexican activity all along the border. Sniper towers would be a very nice feature as well.
