I really don't believe in "dictators". Not in the CNN-verse meaning, kinda dark wisard, magically enslaved people and forcing them do evil things against their own free will.
Its quite racist view, as for me. "The Orcs are bad, meaning, that every individual Orc is weak, stupid and clumsy and uneducated. Worse than Humans and Elves. But the observed fact - the greatness and technological superiority of Mordor civilisation, might and organisation of its armies - they explain by the conception of Sauron's influence. Kill Sauron and all Orcs will flee in panic or die at the place." Or, it's "political correctness", another side of racism. "Germans are good people, but, by the tragic incident, they fell under the magic power of Hitler, who is the only responsible for all those evil things they do" or "Americans are good people, but they commit terrible crimes only because of the evil will of Lyndon Johnson who directly orderes them to do evil things"
It's not just "oversimplification". It's a plain lie. If you came into the land, killing some people there and then leave it, you just multiply chaos there. In some circumstances it may be useful (especially for a thalassacratian state), but in the most of them its potentially disastrous. That's why you didn't left Europe after WW2, or did you? "Left Germans without proper supervision, and they'll have another Hitler in no more than twenty years".
