False, manufacturers and importers pay it and well as China that has devalued its currency to offset the tariffs. Manufacturers must sell or go broke. Consumers dont have to buy and that gives them leverage. Thats called the free market and it drives prices down.

#1 The importer passes the increased costs to US consumers, the consumers pay the importer, importer pays the tax. Oops I'm mean tariff.

Say a company in Tiawan makes widgets and there is a 25% Tariff. An order is placed for $1,000,000 in widgets and they are purchased and shipped. The widgets arrive at a port of entry and the Customs and Border partrol levies the $250,000 tax/tariff. The cost to the IMPORTER is $1,250,000. The importer then passes those increased costs along to the US consumer who pays higher prices.

The Tiawan company got the same $1,000,000 for the order, tariff or no.
