WASHINGTON - Frustrated by the Bush administration's air pollution policies, Democratic Sen. Thomas Carper (news, bio, voting record) plans to block the Senate from confirming President Bush's nominee to become administrator of the Environmental Protection Agency.

The Delaware senator is "going to place a hold on the nomination of Stephen Johnson to be head of the EPA," Carper's spokesman, Bill Ghent, said Thursday. All senators have the power to hold up the confirmation of a nominee.

This is the type of issue where they need Frist to come on the news programs and explain to the people that the democrats must allow the elected majority to get on with the people's business. Remind them that the Republicans learned the hard way, when they shut down the government, they had an ugly next election cycle.

The republicans should call attention to the costs to the people, when the agencies are understaffed, the courts are shorthanded, etc. They don't need Delay getting up there and making threats.
