If any application like that were to be taken seriously, it would have to go through extensive testing and be qualified by the State Governments and found acceptable by election officials of both parties - just like voting machines.

This app could be nothing more than a robot designed to spam election officials. Until it's verified through the legal processes any election official should just direct these emails to their junk mail folders - where they belong.
