You ought to look at the Japanese prison system:

1. Absolute control of and obedience of the prison population.
2. Almost 0% occurrence of violence, unrest or incidents.
3. Inside of the prisons are spotless and neat as a pin, probably cleaner than your home.
4. Very high rehabilitation success rate with very low occurrence of repeat offenders.

Yep, the diametric opposite of our prison system.
