Education Funding Released

The FIRST question to be asked is whether Congress has the Article I "power" to fund this sort of thing. Even if it is a "good idea," that doesn't trump the Constitution. Even if the Federal government is swimming in extra cash, that doesn't trump the Constitution. Even if We, The People want it...well, you get the idea. Congress' Constitutional powers are basically limited to the seventeen (or so) powers listed in Section 8; everything else is reserved to the States and the private sector.

The unfortunate counter-factor is that many States have planned their education programs on the assumption that Federal funding would be forthcoming indefinitely, as it has in recent years. They must be weaned of this expectation as quickly as possible.
 
The purpose of large school budgets is to build and maintain campus 'edifices' for the teachers to bask in. The kids are only there for a short time and could care less.
