ROUGH CUT (NO REPORTER NARRATION) President Barack Obama wants to make it easier for students to repay their college loans. In his weekly address, Obama highlighted a set of guiding principles aimed at strengthening protections for borrowers called a "Student Aid Bill of Rights." "It says that every student deserves access to a quality, affordable education. Every student should be able to access the resources to pay for college. Every borrower has the right to an affordable repayment plan. And every borrower has the right to quality customer service, reliable information, and fair treatment, even if they struggle to repay their loans," said Obama. The White House said 40 million Americans have student loans. More than 70 percent of U.S. students who graduate with a bachelor's degree leave with debt, which averages $28,400. Obama encouraged people to sign the "Student Aid Bill of Rights" by visiting WhiteHouse.gov/CollegeOpportunity.
